ITCLD
Chancery Research and Consultants Trust (CRC-Trust), beside this database, has also developed an electronic judicial referencing system, namley Income Tax Case Law Digest (ITCLD), of income tax cases decided by the High Court Division and the Appellate Division of Bangladesh Supreme Court, plus all relevant laws, rules, circulars etc relating to Income Tax Ordinance, 1984 of Bangladesh, for use of National Board of Revenue at Assessment and Appellate levels. ITCLD has been developed under the Tax Administration Capacity and Taxpayer Services (TACTS) project, sponsored by Department for International Development (DFID) of the Government of United Kingdom for capacity building of the National Board of Revenue (NBR) of Bangladesh. The overall goal of the project was to enable the Government of Bangladesh and NBR to strengthen its domestic revenue mobilisation by widening the tax base, and promoting efficiency, transparency and trust in the revenue administration system. TACTS project commenced in October 2010 to run for five years providing consulting inputs, studies, equipment, training and other assistance in various areas relating to direct tax work of NBR. TACTS has commissioned Chancery Research and Consultants Trust to develop this judicial referencing system which is designed to be of assistance to the officers of the NBR who are engaged in audit, appeal and policy related work. The apex authority for tax administration in Bangladesh, as established under President's Order No. 76 of 1972, which is operated administratively under the Internal Resources Division (IRD) of the Ministry of Finance (MoF). NBR is responsible for formulation and continuous re-appraisal of tax-policies and tax-laws, negotiating tax treaties with foreign governments and participating in inter-ministerial deliberations on economic issues having a bearing on fiscal policies and tax administration. The main responsibility of NBR is to collect tax revenues (primarily, Value Added Tax, Customs Duty, Excise Duty and Income Tax). It works with three tax-type wings namely, Customs Wing, VAT Wing and Income Tax Wing. There are two more wings named IT wing and Research & Statistics wing under NBR. |
