Rules are established standards, guides, or regulations set up by authority.

“Rule” shall mean a rule made in exercise of a power conferred by any enactment, and shall include a regulation made as a rule under an enactment. [Section 3(47) of the General Clauses Act, 1897]

Rules can only be framed in accordance with the statutory authority. [Aminul Islam vs. Bangladesh Biman Corporation (1982) 34 DLR 63]
