Details

The word ''poll" means giving and receiving votes. The question of holding poll arises under Rule 22 when the number of contesting candidates "exceeds the number of persons who are to be elected for the different offices. When, however, the number of canĀ­didate in the field is equal the number for election, that candidate is to be declared duly elected, as is required to be done under clause (3) of Rules 21.
