'Government servant' in the the Government Servants (Dis­cipline and Appeal) Rules 1976 has been defined to mean a person in the service of the Republic, arid includes any such person on foreign service, or whose service are tempora­rily placed at the disposal of a local authority or other authority, or a foreign Government or Agency. ( Mansur Ali Vs.
